The Friends of the RPL are hereby notifying our members and those interested in the Regina Public Libary of our Annual General Meeting. It is being held at the Cathedral Neighbourhood Centre on Saturday, November 29th at 1:00 pm.

Wednesday, September 17th, 2008. Featuring journalist & documentary filmmaker Alexandre "Sacha" Trudeau at the Conexus Centre of the Arts, Regina 11:30am to 1:30pm.

Come Out and Support Your Libraries
On April 15th, 5:30 pm the Regina City Council will be debating and receiving presentations about the Regina Library Board's budget submission. We are not sure how soon after 5:30 pm it will happen, but it will be early in the evening.



The Friends of the Regina Public Library will be making a presentation to Regina City Council supporting the 3.9% increase and other items. For a transcript of our presentation, find the pdf file at www.regina.ca/meetings.php3 after April 11th.



Prior to attending the Council meeting, we would also encourage you to call your City Councillor and get his(her) opinion on the RPL Budget and encourage them to support the budget. For their telephone number either call 777-7000 or get it in the blue pages of the telephone book.



If you want to provide a letter of support for our libraries, you can have it recorded in the city's agenda for the evening if you provide the written or typed letter to City Hall by noon, April 10th. Either drop it off at the 15th Floor of City Hall or call 777-7262 and get details about sending it to them electronically or by fax.



Submission to the Regina Public School Board
On March 9th, we submitted a letter of support to the Public School Board in support of the schools that were being closed this year.

FRPL Activities
  • RPL conducts its Annual General Meeting in the Fall each year, and holds Board meetings throughout the year.
  • FRPL continues to represent library supporters at RPL Board meetings and make presentations on issues relevant to the community.
  • FRPL makes a presentation to City Council about the Library budget in April each year.
  • FRPL address matters that arise in the public domain related to libraries.
Dear Friends,

Public support continues to be strong for libraries.

The Regina Public Library Board continues to express support for all Library Branches, the Prairie History Room and the Dunlop Art Gallery. This year the Library staff have continued to offer new and interesting programming and communications about the Library. An Advisory Committee has been set up for the Dunlop Art Gallery, following through on recommendations from the Friends of the Dunlop. There have been discussions about Albert Library co-locating with other organizations in its neighborhood. There was some examination of the options for an expansion of the Prince of Wales Branch.

We continue to raise the following issues with the RPL Board:
  1. The need for public consultations on the five year strategic plan
  2. The release of a facilities report
  3. A plan for the Central Library
  4. Any plan or specific budget for plant and facilities
  5. A comprehensive fundraising plan.
In the funding arena, the Library Board has had some success with the Home Lottery and other fund-raising activities. Some work was also done related to obtaining large grants from organizations or endowments. Federal infrastructure funding criteria have not been finalized, and although there were efforts to include libraries as one of the projects that could receive this type of funding, the ability to do this is unclear.

Until the City Council actively works with the Library Board to address the long-standing funding shortfall, the Library will still be in a crisis situation with regard to infrastructure. The Library Board needs to continue to ask for a mill rate that keeps up with inflation and building maintenance expenses. Any major capital expenditure, such as renovating and expanding Central Library, will need to consider a single tax levy or some other options.

Something to watch for – the RPL has been working on a Program and Services and the results of this review are scheduled for completion in Fall 2008. This has included two priority setting exercises with invited community representatives. The Library Board has proposed that there will be further Public consultation on the Program and Services Review.

FRPL has continued to make presentations at RPL Board meetings, identifying areas of action on:
  1. Staffing and its importance in the future,
  2. The need for better communication of administrative reports and the decision-making process of the RPL Board, and
  3. The need for a commitment to Strategic Plan implementation and building maintenance.
